Operation Green Team does this. You can call them to organize a volunteer clean up of any underserved area in the city. They even clean graffiti.

This would be a duplicate effort, as Operation Green Team was previously mentioned. Plus, with Boy Scouts, Girl Scouts, church organizations, after school programs, or just people concerned about keeping parks clean I would think if an area is cared about enough, it could be kept clean fairly easily. No need to allocate money to create more volunteer crews.
Can the city find a way to compel Sammy T's management to clean up the horrific mess their customers make on the west side of Washington St. and in the stairwell of the Clinton parking garage practically every night they're open?
