If we're going to revitalize Downtown, it's going to require thinking outside of the box. Honestly, the downtown is not that interesting if art or nightlife isn't your cup of tea. You need to look how difficult the City rules make it for new businesses to open. In addition, the high cost of rental space doesn't encourage the eclectic, interesting shops that many residents would like to see. If you want it to happen, then it has to be affordable. Perhaps the City could offer tax breaks to smaller businesses or rent assistance. Helping smaller businesses would be a better investment than giving tax breaks for a major retail chain.
